CAT founders Kelly Mainard (shaking hands) and Barb Dolan are told "congratulations" by Gov. Christine Gregoire at the bill signing for ESHB 2266 restricting precursor chemicals. CAT requested this bill in the summer of 2004 after preliminary research was showing success of a similar bill in Oklahoma. The bill became a law in 2005--the first session it was presented amid extreme opposition by multiple special interest lobbies. Others present (left to right) Rep. Tom Campbell (sponsor) Senator Jim Kastama (sponsor), unknown, Senator Marilyn Rasmussen, Helen Myrick, Senator Pam Roach. Several law enforcement officers, who came to show their support of the law, are seen in the background. (Photo: Ken Dolan)
